Operational Plan Development - OPD™

Operational Plan Development (OPD™) is a comprehensive framework designed to help students develop, analyze, and implement the operational structure necessary for the successful day-to-day management of an organization. The program focuses on the systems, resources, personnel, facilities, and procedures required to efficiently deliver products and services while maintaining quality, compliance, and profitability. Through a detailed examination of operational functions, students gain a practical understanding of how organizational activities are coordinated to support sustainable growth and long-term success.

The process begins with Production Planning, which helps students determine how their organization will create, manufacture, distribute, or deliver its products and services. This component examines production methods, service delivery systems, operational workflows, production capacity, scheduling requirements, and resource allocation. Students learn how to establish efficient processes that maximize productivity while minimizing waste, delays, and unnecessary costs. Whether the organization produces physical products or offers professional services, production planning ensures that customer expectations can be consistently met.

A critical element of OPD™ is Quality Control Development (QCD™), which focuses on maintaining consistency, reliability, and excellence in the organization's Products & Services (P&S™). Students learn how to establish quality standards, performance measurements, inspection procedures, and continuous improvement systems. This process includes developing methods to monitor product quality, evaluate service performance, manage customer feedback, and address deficiencies before they impact customer satisfaction. Effective quality control systems help strengthen an organization's reputation and enhance customer trust.

The Location or Proposed Location Assessment (PLA™) component assists students in researching and selecting the most appropriate location for their organization. This assessment considers factors such as customer accessibility, market demographics, traffic patterns, facility costs, transportation availability, utility requirements, infrastructure, zoning regulations, and future expansion opportunities. For organizations operating virtually or online, students examine digital infrastructure, platform requirements, and online accessibility needs. Selecting the right location can significantly influence operational efficiency, customer acquisition, and overall business performance.

Through the Legal Environment Assessment (LEA™), students evaluate the regulatory and legal conditions under which their organization will operate. This process includes reviewing applicable federal, state, and local regulations, licensing requirements, permits, labor laws, industry-specific compliance standards, environmental regulations, contractual obligations, and risk management considerations. Understanding the legal environment helps organizations avoid costly violations, reduce liability exposure, and maintain ethical and lawful operations.

The Personnel Planning and Development (PPD™) phase focuses on identifying the human resources necessary to support organizational objectives. Students assess staffing requirements, job descriptions, organizational structures, compensation plans, recruitment strategies, training programs, performance evaluation systems, and employee retention initiatives. This analysis helps determine the number and types of personnel required to operate effectively while ensuring that employees have the skills and resources needed to contribute to organizational success.

The Inventory Management Assessment (IMA™) helps students determine whether their organization requires inventory management systems, warehousing solutions, or alternative fulfillment methods such as drop shipping. Students evaluate inventory control procedures, stock levels, storage requirements, reorder points, inventory turnover rates, and demand forecasting techniques. Organizations that utilize drop-shipping models learn how to coordinate with fulfillment partners while minimizing inventory risks and operational costs. Effective inventory management contributes to improved customer service, reduced waste, and enhanced profitability.

The Suppliers and Vendor Development (S&VD™) component assists students in identifying and evaluating the key vendors, suppliers, distributors, and service providers required for operational success. Students develop comprehensive supplier lists and establish criteria for selecting reliable business partners based on quality, pricing, performance, availability, delivery capabilities, and long-term strategic value. Building strong supplier relationships helps ensure consistent access to the materials, products, and services necessary to maintain uninterrupted operations.

The Credit Policies Development (CPD™) phase focuses on establishing procedures for extending credit to customers while protecting organizational cash flow and financial stability. Students learn how to create customer credit qualification standards, payment terms, collection procedures, account monitoring systems, and risk management policies. This process helps organizations balance customer convenience with financial responsibility, reducing the likelihood of bad debt while supporting sales growth through flexible purchasing options.

In addition to these core areas, OPD™ emphasizes the importance of integrating operational systems into a cohesive structure that supports organizational efficiency and accountability. Students learn how production, quality control, staffing, inventory management, supplier relationships, legal compliance, and financial policies interact to create a streamlined operating environment capable of supporting both current activities and future growth.

Through these integrated components, Operational Plan Development (OPD™) provides students with a practical and strategic framework for designing the operational foundation of an organization. By addressing production processes, quality standards, facilities, personnel requirements, inventory systems, supplier partnerships, and credit management practices, OPD™ equips future organizational leaders with the knowledge and tools necessary to build efficient, compliant, customer-focused, and sustainable operations.
